Connect America Fund A National Broadband Plan For Our Future High-Cost Universal Service Support

7/12/10 —Comments filed on the USF Reform NOI and NPRM on the use of a forward-looking economic cost model to determine efficient and targeted USF support levels for broadband deployment in high-cost areas, and proposals to cap the existing USF high-cost fund and cut legacy high-cost programs.

NCAI Revision of Communications Act Amendment to Section 410 Composition of USF Joint Board
NCAI letter to the FCC supporting the inclusion of a tribal seat on the Federal-State USF Joint Board. Further, NCAI believes that the FCC's new Office of Tribal Affairs should choose a qualified member, with full input from the soon-to-be established FCC-Native Nations Broadband Task Force.

Tribal Priority Radio Broadcast Licensing

The Federal Communications Commission adopted a First Report and Order that gives tribes a priority to obtain broadcast radio licenses in tribal communities. The Order provides an opportunity for tribes to establish new service specifically designed to offer programming that meets the needs of tribal citizens. The Order also fosters localism and diversity, key media policy goals of the Commission and the Congress.

In the matter of Policies to Promote Rural Radio Service and to Streamline Allotment and Assignment Procedures

August 2009

Native Public Media (“NPM”) and the National Congress of American Indians (“NCAI”) joint Reply Comments in response to the Notice of Proposed Rulemaking (“NPRM”) in the matter of Policies to Promote Rural Radio Service and to Streamline Allotment and Assignment Procedures. On July 13, 2009, NPM and NCAI filed Joint Comments in support of rule changes to facilitate the expansion of radio coverage into underserved communities, particularly the creation of a Tribal Priority pursuant to Section 307(b) radio licensing standards. In these Reply Comments, NPM and NCAI reiterate support for the Tribal Priority, address comments filed by others in this proceeding, and clarify aspects of its proposal for implementation of the Tribal Priority proposed in the NPRM.
